Binance’s founder, Changpeng Zhao (CZ), proposed on July 10 that governments worldwide should leverage large language models (LLMs) to streamline dense, layered legal codes—making them easier for citizens to understand and navigate. He pointed out that modern legal systems have become “gigantic, patched, added, and often intentionally made complex,” leaving ordinary people struggling to know their rights or obligations.


CZ envisions training AI models on extensive legal corpora to automate tasks such as rewriting in plain language, detecting inconsistencies, and optimizing clause structure . These tools could dramatically enhance transparency, enabling citizens to grasp legal texts and helping legislators draft more coherent laws.


⚖️ AI‑Assisted, Not AI‑Replacing

CZ emphasized that AI should function as a complement to lawyers, taking over routine work and freeing legal professionals to focus on high-stakes areas like novel transactions, biotech, space, and innovation. He stressed that lawyers remain essential for verifying AI outputs and ensuring accountability, particularly since LLMs can hallucinate or misinterpret legal provisions .

He noted:

“There could be a 1,000 companies building spaceships… all of them need tremendous amounts of legal work.”
